In Memoriam: Dr. Roy Billinton, IEEE Life Fellow (1935–2025)
IEEE members across Canada join the IEEE North Saskatchewan Section in mourning the passing of Dr. Roy Billinton, a pioneering leader in power systems reliability evaluation, who died on December 23, 2025.
Dr. Billinton was Distinguished Professor Emeritus in Electrical and Computer Engineering at the University of Saskatchewan, where he served for more than four decades and held numerous academic leadership roles, including department head and senior administrative positions within the College of Engineering. He joined USask in 1964 and was instrumental in building what became an internationally recognized power systems research program.
Widely regarded as a founder of the modern discipline of power system reliability engineering, Dr. Billinton authored or co-authored 10 books and more than 975 technical papers, and mentored over 135 graduate students. His work bridged theory and practice—supporting utilities and practitioners worldwide through extensive consulting, presentations, and more than 100 short courses delivered internationally.
Among many distinctions, Dr. Billinton was named an IEEE Fellow (1978). He received the IEEE Power & Energy Society Lifetime Achievement Award (2019) and the IEEE Canada Electric Power Award/Medal (2008) for pioneering research and application of reliability concepts in electric power systems. He was also recognized by IEEE with the Charles Proteus Steinmetz Award (2008). In 2007 he was elected a Foreign Associate of the U.S. National Academy of Engineering for contributions spanning teaching, research, and application of reliability engineering in electric power systems.
His influence is reflected not only in his body of work, but also in the continuing recognition of the field: the IEEE PES Roy Billinton Power System Reliability Award was established in his honour.
Roy’s connection to IEEE—and to the North Saskatchewan Section in particular—was long, devoted, and deeply valued (Student Member: 1959; Member: 1964; Senior Member: 1973; Fellow: 1978; Life Fellow: 2001). Over many decades he was not only an internationally respected scholar, but also a generous colleague and a steady presence within our professional community.
We have been proud to count him among our most distinguished members, and we are grateful for the many ways he supported IEEE and encouraged others to participate and contribute.
