IEEE MGA Seeks Nominations
The IEEE Member and Geographic Activities (MGA) Nominations and Appointments (N&A) Committee is soliciting nominations for 2013 MGA Committee Member and Liaison positions. A complete list of available MGA positions, the MGA online nomination form, and information on the MGA Nominations and Appointments process are available.
Each IEEE Region is encouraged to submit nominations to help ensure that MGA is globally balanced. Self-nominations are encouraged. The deadline to submit nominations is 1 August 2012.

IEEE realizes that economic circumstances may impact some members' ability to pay the full amount of IEEE membership dues. For this reason, the following special circumstance categories have been established. Special circumstances are not available to Student members. Only one category may be claimed in any year.

2012 IEEE Canada A.G.L. McNaughton Gold Medal: John W. Bandler
John W. Bandler (LFIEEE) is professor emeritus at Mc-Master University and president of Bandler Corporation. A previous company he founded, Optimization Systems Associates, was acquired by Hewlett-Packard in 1997. John studied at Imperial College of Science and Technology and received his degrees from the University of London.
Based on John's work, advances such as design with tolerances, yield-driven design, and electromagnetic optimization-once academic fantasies-are now taken for granted by microwave engineers. His implementations into major commercial design tools, including those from Compact Software (now Ansoft/Ansys) and Hewlett-Packard (now Agilent Technologies) have impacted high-frequency and microwave design initiatives world-wide. John introduced space mapping in 1994. From automotive crashworthiness to magnetic systems, his concept has been adopted into design portfolios across the entire spectrum of engineering, making possible the high-fidelity design of devices and systems at a cost of only a few high-fidelity simulations. John has published more than 470 technical papers, served on editorial and review committees, and been guest editor of several special issues.
John is a Fellow of several societies including the Canadian Academy of Engineering and the Royal Society of Canada. In 2004, the IEEE MTT Society honored him with its Application Award "For application of optimization technology, design with tolerances and yield-driven design to microwave devices, circuits and systems." This year a special session at the International Microwave Symposium pays tribute to his 45 years of pioneering contributions. Active in artistic endeavors, John has written a novel, a screenplay, and several stage plays, two of which have been performed.
2012 IEEE Canada R.A. Fessenden Medal: David Haccoun
David Haccoun (FIEEE) is professor of Electrical Engineering, École Polytechnique de Montréal. He received degrees from École Polytechnique, MIT, and McGill University. Dr. Haccoun was the founding head of the Communication and Computer Section at École Polytechnique, at which he became professor in 1980.
Dr. Haccoun's application of powerful yet practical error control techniques have vastly improved the reliability of modern wireless communications systems. His early contributions were focused on the Sequential Decoding technique for long convolutional codes. Generalizing the principles of tree graph searching, he developed a class of multiple-paths decoding algorithms, paving the way to numerous powerful and practical decoding techniques. He achieved outstanding results in high-rate convolutional codes obtained by puncturing low-rate codes, and determined the best puncturing matrix for a large range of high-rate codes that have been widely used in a great many applications. His patented iterative decoding technique using a new class of convolutional codes led to substantial simplifications for implementing iterative and Turbo decoding and to novel alternatives for the powerful LDPC codes.
He has published more than 80 papers in world class journals and more than 190 through international conferences. He holds a US Patent (2000) and is co-author of two book chapters (2000 and 2001) and the graduate textbook Digital Communications by Satellite: Modulation, Multiple-Access and Coding (1982), which was translated to Japanese (1984) and to Mandarin (1989). He is a Fellow of EIC (2005), was a Member of the Board of the CRC Ottawa, and is a Member of the BoG, IEEE VTS.
2012 IEEE International Conference on Smart Grid
Date: August 27-29, 2012
The Smart Grids are electricity networks that promise to enhance the operational efficiency of nationwide power supply via distributed generation with bi-directional electricity flow. This objective is achieved by allowing intelligent monitoring and control of different components within the distribution and transmission lines as well as other systems from utilities on one side to the end user on the other side, while maintain the power quality, security, reliability and safety with minimum environmental impacts. Governments around the world are investing heavily in this technology to ensure optimum energy use and supply, enable better planning for outage responses and recovery, and facilitate the integration of heterogeneous technologies around the grid, such as renewable energy systems, electrical vehicle networks, and smart homes. Smart Grids present enormous engineering challenges in the design and integration of electrical grid with communication and network technologies, along with substantial questions around required security and privacy of different components within the grid. The SGE'12 conference aims to provide an opportunity to discuss various engineering challenges of smart grid design and operation, by focusing on advanced methods and practices for designing different components and their integration within the grid, and to provide a forum for researchers from academia and professionals from industry, as well as government regulators, to tackle these challenges and to discuss and exchange knowledge and best practices about design and implementation of Smart Grid.
CALL FOR PAPERS - VTC 2012 FALL

The IEEE Vehicular Technology Conference (VTC) is the flagship conference sponsored by the IEEE Vehicular Technology Society since 1950, and is held twice a year since 1999. The objectives of the conference are to bring together researchers and practitioners in the fields of wireless, mobile, and vehicular technology. It constitutes an established and dynamic forum for the exchange of information on the latest developments in the above-mentioned fields from both fundamental and practical standpoints. As such, the conference is characterized by healthy and global representations from both industry and academia.
VTC 2012 Fall will be held in Quebec City from September 3 to 6, 2012. The conference venue is the Quebec City Convention Center. Located in the heart of Québec City, the Convention Centre is a modern, state-of-the-art facility offering impeccable amenities, a warm atmosphere, a delectable dining experience, and a whole lot more. In 2003, it was ranked among the 3 best convention centres in the world by the prestigious International Association of Congress Centres. Abundant accommodations are available for various budgets within walking distance of the convention center, as well as the highest concentration of restaurants in North America. Furthermore, many of the historical landmarks and attractions of Quebec City, declared a World Heritage Site by UNESCO in 1985, are also within walking distance.
The technical program committee invites the submission of original, unpublished technical papers, tutorials and workshops in the areas of, but not limited to:

Prospective authors are invited to submit a 5-page full paper through the conference website.
Furthermore, the program will feature a Recent Results track to showcase results recently obtained in industry or academia (extended abstract submission allowed in this track).

2012 l IEEE Electrical Power and Energy Conference
Date: October 10-12, 2012
The annual Electrical Power and Energy Conference (EPEC 2012) will take place in London, Ontario, Canada from October 10 to 12, 2012.
London is located in the heart of Southwestern Ontario midway between Toronto and Detroit.
The conference is an opportunity for electric power and energy systems experts from industry, academia, and other interested organizations to discuss the latest developments in the field. This may include debate on the potential impact of these developments including discussions on regulatory and policy aspects. EPEC 2012 is hosted by the Sections of the Central Area of IEEE Canada and IEEE Canada (IEEE Region 7): London Section, Kitchener/Waterloo Section, Hamilton Section, Toronto Section, Peterborough Section, and Kingston Section.
EPEC 2012 proceedings are included in EI Compendex, IEEE Xplore and ISI Proceedings.
2012 IEEE Global Humanitarian Technology Conference

This 2nd annual conference provides the perfect venue for anyone involved in humanitarian projects to join their peers in Seattle. The audience for this conference will include technologists, representatives from NGOs, governments, academe, funders and industry. This will provide an opportunity to share your work, meet others involved in humanitarian technology, create new projects and meet with funders.
3rd Climate Change Technology Conference (CCTC 2013)
Date: May 27-29, 2013
The 3rd Climate Change Technology Conference (CCTC 2013) is a Canadian and international forum for the exchange of ideas for dealing with climate change. It is also an opportunity to keep abreast of emerging techniques and technologies for the mitigation of, and adaptation to, the impacts of climate change. The Engineering Institute of Canada (EIC) and ten of its member societies are organizing CCTC 2013, which will be held on the campus of Concordia University in Montreal.
The very success of our species has led to a situation in which this planet's finite resources must be considered in all future planning. This conference is dedicated to the study and exposition of the status and prospects of engineering in support of a bright future for humanity in the midst of a rapidly changing and uncertain environment, both physical and sociological due to climate change.
