WHEREAS, he served the IEEE in numerous capacities since 1965, including Chair of the Newfoundland Subsection and Eastern Canada Council, member of the IEEE Canadian Foundation and the Power Engineering Society Board of Governors, Region 7 Director, IEEE Secretary, IEEE Treasurer, and Vice President of the Standards Board, and

WHEREAS, Dr. Read served as 1996 IEEE President, a year of significant organizational and financial challenges for the IEEE, from which IEEE emerged better organized and stronger, his enthusiasm for the organization and for its mission unbounded, and

WHEREAS, after serving as IEEE President, his volunteer contributions did not diminish, becoming a Director of the IEEE Foundation, Chair of the IEEE Ethics and Member Conduct Committee, Chair of the History Committee, Director Emeritus of IEEE Canada and Chair of the IEEE History Center Trustees' Committee, and

WHEREAS, he was a Life Member of the IEEE, Life Member of the Association of Professional Engineers and Geoscientists of Newfoundland and Labrador, a Fellow of the Engineering Institute of Canada, and was inducted into the Canadian Academy of Engineers as a Fellow in 2001, and

WHEREAS, he was the recipient of numerous awards, including IEEE's General A.G.L. McNaughton Gold Medal, the IEEE Power Engineering Society's Power Life Award, IEEE Standards Association International Award, and Charles Proteus Steinmetz Award, and

WHEREAS, he became President of the Canadian Electrical Association in 1985, promoting the role of electricity to the Canadian government, and was a strong promoter of the necessity to develop appropriate standards for applications of electricity, not only within Canada, but internationally, and

WHEREAS, in senior management positions of Newfoundland and Labrador Hydro and President of both Lower Churchill Development Corporation and Churchill Falls (Labrador) Corporation, Dr. Read spearheaded the major power development, changing the face of Newfoundland and Labrador by promoting hydro-electric development and establishing appropriate operational methodologies for electric power utilities,

THEREFORE, BE IT RESOLVED that it is with the utmost respect and regard that the IEEE Board of Directors expresses its sympathies on the loss of its friend and esteemed colleague, Wallace Stanley Read."

IEEE Day Celebration is 6 October 2011

ABSTRACT: We are very happy to bring back the Humanitarian Student Design competition. The result from our first competition were significant, having created a set of Intellectual Property for an IEEE solar system for humanitarian projects.

These competitions are open to undergraduate and graduate students enrolled in college or university. An abstract of the winner's work will be published in the IEEE Canadian Review magazine. Prizes will be awarded as follows: first prize, CND $1000; second prize, CND $700; third prize, CND $300.

For this year's competition, we have decided to focus on improving or innovating on parts of a wireless communication system for humanitarian applications. We are planning to make available a high-speed WiFi link between the University of Ottawa and Algonquin College as a test-bed.

The competition will span the Fall'11 and Winter'12 semesters. Teams will be invited to CCECE and ICC2012 to present their projects and to select the winners.

The design proposal can be about any element of an ICT humanitarian application, but bonus points awarded to team designing for the high-speed WiFi link made available. Ideas for projects include: phone applications, throughput increase, antenna design, digital processing, wireless SW application, services based on the wireless link, etc.

All designs part of the competition will become part of an Open Source platform for humanitarian ICT projects. The following system may used as a starting point: http://www.inveneo.org/newsfeed/82km-wifi-haiti
