IEEE-LEOS Ottawa Chapter has won the Most Innovative Chapter of the Year
Award
The Laser and Electro-Optics Society Ottawa Chapter has won the Most
Innovative Chapter of the Year Award for the forth time (1993, 1995, 1996, and
2004). The Chapter has a long tradition of being innovative and thinking outside
the box. For a few years now, the chapter has been working closely with NRC,
OPRA, NCIT and CRC through Dr. Maike Miller and has hosted a variety of
technical meetings and workshops. They have attracted very large audience and
interests. These workshops have also allowed the chapter to conduct more
profound discussions and provided extensive networking opportunities.
Electron Devices Society announces 2004 Graduate Fellowship Winners
The IEEE Electron Devices Society has announced its 2004 graduate fellowship
winners. They are David John, University of British Columbia, David W. DiSanto,
Simon Fraser University, Martin von Haartman, KTH, Royal Institute of Technology
and Hongyu Yu, The National University of Singapore. The winners will be honored
on 13 December in San Francisco, California, USA, at the IEEE International
Electron Devices Meeting. The award includes a check for US$5,000 to the
student, a US$1,000 grant for the student's department and a US$1,000 grant for
the student's faculty advisor to support the student's project. The award is
presented annually to promote, recognize and support graduate level study and
research within the IEEE EDS field of interest. For more information, please

Each year, IEEE Student Members compete for up to US$250,000 in IEEE Awards &
Scholarships. Many awards are for specific IEEE-related disciplines and range

IEEE Organizing Global Pre-College Technology Education Program
Continuing in its tradition of innovation, IEEE is taking the lead in
developing a new non-discriminatory global pre-college technology education
program. The program titled, emeritbadges.org, will be directed globally towards
pre-college boys and girls. Emeritbadges.org has developed hands-on electricity
and electronics instructional material based on the Boy Scouts merit badge
requirements. Instructional material for computer education is being developed.
Any student, boy or girl can use the program to enhance technical literacy and
learn more about viable engineering and other technical career options.
Emeritbadges.org Project Director Ralph W. Russell, II from the IEEE
Richmond, VA Section said that this non-discriminatory program would be promoted
globally through IEEE and youth programs such as World Organization of the Scout
Movement and The World Association of Girl Guides and Girl Scouts. The next use
of the new global pre-college electronics education material and hands-on kit
will be at the 2005 National Scout Jamboree in Caroline County, VA, USA. Over
35,000 scouts will attend the Jamboree from the USA and several other countries.
Project leaders have started discussions with national and regional Girl
Scout leaders to develop a method of incorporating the emeritbadges.org program
into the Girl Scout
program. The next step will be to start discussions with the global World
Organization of the Scout Movement and The World Association of Girl Guides and
Girl Scouts.
The 2005 Jamboree will be held at Fort A. P. Hill in Caroline, Virginia. The
Jamboree will start on Monday, 25 July 2005 and end on Wednesday, 3 August 2005.
Hundreds of
volunteers that can serve as Assistant Instructors at the Jamboree Electronics
Merit Badge booth for at least two days are needed. Additional project and

IEEE Travel Services to Introduce New Online Booking Tool
IEEE Travel Services will change vendors for its online booking tool from Get
There to TravelPort. The change will provide cost-savings to the organization,
as well as the following improvements and new features:
- enhanced search capabilities
- a user-friendly Quick Start Guide
- a modified Search option that allows you to change your travel selections –
such as cities, times, dates and more – without having to start over
- interactive pop-up calendars that enable faster page loading and date
selection
- a simplified multi-leg trip booking process
- the ability to automatically send copies of your itinerary to several
recipients via email
Travelers will still be able to search Web-based fares for comparison to the
IEEE rates.
The move to the new system will be virtually seamless to staff, members and
volunteers, as anyone already registered with the current tool will not need to
create a new
profile.
You could always reserve a flight, hotel or rental car online with IEEE Travel
24-hours-a-day, seven days a week. But now you have an added incentive.
Those who book their trip online will pay a reduced service fee of only US$25,
compared to the US$35 fee for those who require agent assistance. In addition,
if you have to
modify your travel plans at any time after booking, you'll pay only US$20. Those
who originally booked their ticket over the phone will continue to pay the US$35
fee for
modifications to travel plans.The revised fee structure comes on the heels of another new savings plan offered
by IEEE Travel, the Companion Program. When you and your companion travel on the
same
itinerary, you will pay just one service fee instead of two.

IEEE adopts new guidelines for handling plagiarism
New guidelines for handling plagiarism by IEEE members have been rolled out
this year with the help of the IEEE Ethics and Member Conduct Committee. The
conduct committee handles complaints by members about unethical conduct by other
members within the IEEE organization or the workplace. Plagiarism is defined by
the IEEE as the reuse of someone else's ideas, processes, results, or words in a
publication without explicitly acknowledging the original author and source of
the material. Plagiarism in any IEEE publication is unacceptable and is
considered a serious breach of professional conduct. The new guidelines define
plagiarism and outline corrective actions. The PSPB Operations Manual contains
the new policy in Section 8.2.2 of Publication Guidelines under the heading
"Allegations of Misconduct" and is posted at

IEEE members: It's now easier than ever to cast your vote
Ballots for this year's IEEE election have been mailed to all eligible voting
members. For the first time, IEEE members may choose one of two ways to cast
their ballots -- electronically or through the mail. Information on voting
procedures is included in the election ballot materials. In addition to
selecting officers for the top-level leadership positions in the IEEE, members
are being asked to vote on an IEEE constitutional amendment. For details

Car rental discounts available to IEEE members
IEEE members can now take advantage of discounted car rental rates from Avis
Car Rental. By using the Avis online booking tool through the IEEE Travel

reservation. Avis also offers a "Preferred Service" which is available at nearly
1,400 locations worldwide, and includes amenities such as door-to-door

Subscribers: Try the new Crossref search pilot
Researchers at institutions with IEEE subscriptions can now take advantage of
a search pilot that includes results from the databases of 29 scholarly
publishers. The effort, spearheaded by CrossRef, the non-profit industry
association, focuses users' searches and reduces the "noise" produced by general
Web searches. This new search is powered by Google using articles' Digital
Object Identifiers (DOI) to link from the search results to the published
article. Access to articles is determined by each publisher and your
institution's subscriptions. Note: For the most comprehensive search

Call for Papers
The 2006 EIC Climate Change Technology Conference - Engineering Challenges
and Solutions in the 21st Century will examine engineering solutions that either
mitigate or adapt to climate change. This three-day conference will interest
engineering and environmental technology practitioners of all disciplines;
delegates from industry, manufacturing, academia, government agencies and
regulators; consulting engineers, and special interest groups; economists,
financial, and legal experts and other specialists working in the climate change
field. Interested authors/panelists are invited to submit a proposal for a
manuscript for presentation at a Paper or a Poster Session or for an electronic
presentation to be part of a Panel Discussion.
